I may have intended this to be a feature. Considering:

If the collect matches nothing, then the repeat will produce no output. Thus, I'm no longer convinced this is a bug.
Yes, with "modern" TXR, you can write @(collect :vars (x)). This will ensure that if the collect collects nothing, then x is still bound as an empty list. But requiring this for the above case to work seems severe.
