The files 02.copyright.txt in release/windows/installer and release/windows/publ_installer say that the license in revocable, that the software can't be modified and that it's only for non-commercial use. Ton Roosendaal confirmed that these are old files that are no longer valid. They can be removed (they haven't been in any recent Blender releases).
