I tried to use xbindkeys with xvkbd to assign Ctrl-Plus and Ctrl-Minus to zoom keys on my keyboard. With this config:

"xvkbd -text "\[Control_L]\[KP_Add]""
XF86ZoomIn
"xvkbd -text "\[Control_L]\[KP_Subtract]""
XF86ZoomOut

xbindkeys misbehaves (on the zoom keys press mouse cursor moves to the upper edge of the screen and nothing else happens). xev output on the press of ZoomIn with this config is in the attachment.
If I use the -xsendevent argument to xvkbd, all is fine except that it's obsolete and some programs like firefox don't undersand such input.
