Ok, then I mark this bug as Invalid, and it will be closed with next release (0.3.8). If you still have some problems with anti-flood, feel free to add info here, or file a new bug if problem is different.

Ah, it does seem that

irc.server_default.anti_flood_prio_high
irc.server_default.anti_flood_prio_low

were changed to 0. I don't remember changing these, though it wouldn't surprise me if I did. I remember there was a time I was curious about anti flood measures. Sorry to have wasted a bug report on this. :-(

The anti flood is set for freenode in your config (or inherited from default value, which is 2 seconds) ?

To check, do: /server listfull freenode

You should see something:

I tried with 100 channels on freenode, no problem on reconnection for me.

You can also check in the raw buffer (/server raw) if many commands are sent in a short delay (less than one second), which could lead to excess flood.
If you see that, please paste the messages with the date (from your raw buffer) here.

Steps to reproduce:
1. Start up WeeChat
2. Join a lot of channels (100+)
3. /disconnect from the network
4. try /connect network
5. Excess Flood (I've only done this on freenode)

Also I have irc.server.freenode.autojoin set to at least 80 channels and when I first run /connect when opening up WeeChat it connects perfectly fine, no Excess Flood. This is most annoying when I'm connected to freenode and I get pinged timeout or get this:
irc: reading data on socket: error -9 A TLS packet with unexpected length was received.

Also this wasn't a problem in 0.3.6.
