While I do admit that it's not best coding style, fixing this brings more problems than it solves: even though opt.h itself doesn't really need debug.h, many user code files relying on opt.h to provide the debug macros will fail to compile when changing this.

#include file "lwip/src/include/lwip/opt.h" includes itself: opt.h -> debug.h -> opt.h (other events go to each file)
During compilation of file 'lwip/src/api/api_lib.c'
