I reproduced this too just now.

Current pacemaker is 1.1.8 (ships with EL 6.4)
by xml pre-tag I meant this, in the non-xml cib:

xml <fencing-topology> \
<fencing-level devices="fence_corocrm-test1_apc1,fence_corocrm-test1_apc2" id="fencing-0" index="1" target="corocrm-test1"/> \
</fencing-topology>

The message "INFO: object fencing_topology cannot be represented in the CLI notation" comes from that for sure. But the error ?

pacemaker 1.1.9 has the non xml cib display the fencing_topology as a pure CLI notation so the issue is bypassed altogether.

I didn't look yet at this issue, but if it works with the current pacemaker version, perhaps there's nothing to do. However, I'm sure I had this implemented even before 1.1.8.

What is an "xml pre-tag"?

Tested with pacemaker-1.1.9-1494.el6.x86_64, no such issue.
pacemaker 1.1.9 handles fencing_topology without xml pre-tag in the CIB. Maybe that's why.

previous versions were
- EL 6.4 pacemaker 1.1.8
- crmsh-1.2.5-55.3.x86_64

I have set up a fencing resource using the new fencing_topology in pacemaker using crmsh, as defined below:

crm(live)configure# fencing_topology corocrm-test1: fence_corocrm-test1_apc1,fence_corocrm-test1_apc2

COnfig is written and accepted (it even works) but crmsh keeps popping the following message:

ERROR: syntax: fencing_topology fence_corocrm-test1_apc1,fence_corocrm-test1_apc2
INFO: object fencing_topology cannot be represented in the CLI notation

I get the INFO part, but the ERROR is a bug, since the help menu defines the resource syntax precisely as

fencing_topology \
node-a: poison-pill power

Stonith resources can be separated by `,` in which case all of
them need to succeed.
