Yes it was fixed on Nov 12, 2013. You should have received a mail from savannah with the new state of bug (Fixed).
The commit id: 725c5aaeb9c51ede00233d7c4e91daf2abc99c46 (http://git.sv.gnu.org/gitweb/?p=weechat.git;a=commit;h=725c5aa)

I don't include commits ids in bugs, but you can find all bugs fixed in the ChangeLog: http://weechat.org/files/changelog/ChangeLog-devel.html (file ChangeLog in git).

Ah, it’s supposed to be fixed?
Some comment, maybe including a commit id, would be nice. ATM it looks like this bug is simply unwanted and no one ever cared about it.

Why is this bug closed?

Setup: weechat running in tmux on a server, user connects via ssh and attaches to tmux, terminal is urxvt

When pasting 14 lines to urxvt/weechat the terminal correctly asked if it’s ok to paste 14 lines, but weechat only asked about 8 lines.
This could be circumvented once by enabling the weechat.look.paste_bracketed setting, but failed again after one successful paste.
Weechat gets all 14 lines when run locally, i.e. not via network.
