This is not a bug. FreeType's capability to synthesize a character map is limited. In particular, it can't handle the Adobe Glyph List (AGL) mechanism to map ligatures back to Unicode compatibility characters.

The `missing' glyphs in this font have names like `f_i', indicating a ligature between the characters `f' and `i'. Basically, this maps to two Unicode characters. Only for historical reasons a handful of such ligatures have (a) a separate glyph name like `fi' (which is basically deprecated, according to the AGL), and (b) a separate Unicode value (which you shouldn't use either).

In case such a subsetted font is part of a PDF file, say, you should look up the associated `ToUnicode' array in the file to correctly deduce the input characters. If such an array is missing, you need sophisticated logic in the PDF handling engine to derive useful character names. This is definitely beyond FreeType.

If you ftdump -v the attached file (Type1), you'll see:

0: platform 3, encoding 1 (active)
0x00de => 1
0x00ff => 2

only two glyphs. But actually there are 8 glyphs with different Unicode values, as you can see if you run ftview on this file.
