CPU-Z would be right, the lowest speed is always used. But I suspect CPU-Z doesn't get the speed value from DMI. Instead it is either guessing it from SPD EEPROMs, or it is reading the information straight from the memory controller.

Dmidecode is merely decoding the DMI table as filled out by the BIOS. If the data is wrong, that's a BIOS bug. Unfortunately this is a common issue, see bug #37557 and bug #43568 for example.

You may want to check for a BIOS update for your system, and if that does not help, you may consider reporting the bug to the hardware manufacturer.

dmidecode.txt is in the tar.gz

I use 2x 667 and 2x 1333 mhz RAM, both combos in dual channel.

dmidecode show me, that all 4 run with 1333

CPU-Z show them all with around 677
