Spaces at the beginning of the line are completely ignored by TeX except in very special cases e.g. verbatim environments (but we don't check anyway). Thus spaces at the beginning of a line should not trigger warning 24 if the preceding line ended in a comment. If it didn't end in a comment, then the newline counts as whitespace, so it may be difficult to check.
