Implemented in package-framework--arx--1.0--patch-224.

The current docs for library add say:

Add REVISION to your revision library. This recursively
adds all direct ancestor revisions from the same archive.

So if you already have patch-8 and want to add patch-9, it
will add patches 0-7, even though they aren't needed to
construct patch-9.
