Implemented with serialization, rather than escaping, in package-framework--arx--1.0--patch-525

Part of this has been started, by URL-encoding the indices that result from mkpatch. Inventory should also be able to handle any kind of filename.

Currently, ArX chokes on filenames with non-ASCII characters or spaces. Part of the problem is that some files stored in patches are space delimited. So we would either have to go to a binary format (ick), or come up with some way of representing spaces (and other non-ASCII) in filenames. One choice is URL encoding. This has the advantage that it is completely backward compatible.
