Well, you can try changing the version number it is looking for in configure.ac, but I don't know if the API has changed in the functions I'm using. Your mileage may vary.
Licenseutils uses libcurl to go out and get the licenses rather than keeping copies.

I could not find the package gettext-dev. I simply installed autopoint and now everything runs fine when I run ./bootstrap.

Well, you have to have the normal sort of build requirements for a C program.
automake autoconf, m4, libtool, make and so on.

Javascript comments are the same as c++. You can set the commenting style to C++ and then apply it to javascript files. But yeah I'll add a javascript option in a few seconds.
