Hi,
I had a problem with gpsd until I add this "-n" switch to gpsd. Maybe You consider adding '-n" switch as default to Debian 64bit distro. Power consumption in that case is not so important.
My setup is: Debian 64bit Stretch with gpsd-3.16-4 from debs, ublox EVK-6H device and the plugin:

My app (written in Qt) was getting data from gpsd through the plugin every 1 second. After a few minutes app received the same coordinates again and again even when I move, until I restarted the app and the deamon.
With "-n" switch it works flawlessly.
