Fixed in revision 1.11 of <avr/interrupt.h>. The fix is
to declare timer_enable_int() to be static _inline_ (as
opposed to extern _inline_), so the compiler will store
a local copy in the -O0 case.

I've also verified that all other inlined functions either
already have an implementation in the library, or are
static _inline_ as well.

Note that timer_enable_int() is not a particularly useful
function, and might be removed in a future release.
