  • rcs_import.cc (import_cvs_repo): Check key existence

at beginning of import pass, to avoid wasted work.

I just tried to import the gcc repository; after a long time grinding, it bombed out with "monotone: misuse: no unique private key for cert construction", and I had to start all over. It should check for the availablity of a key before doing any work.
