Under Debian Sarge, the HOSTNAME environment variable is not seen by Lua, so any initial commit will get this error. It should suggest adding a hook to .monotonerc to configure a default author.

My own preference would be that monotone default to requiring action on the part of the user, rather than defaulting to USER/HOSTNAME, which will often not be the identifier that a coder will want to use.
