this is in reference to something so old I don't know how to reproduce anymore. re-file if you see it again.

when a server is not available, monotone fetch can print
a strange error message:

'TTP <- header 33 bytes: 'HTTP/1.0 503 Service Unavailable'

Note the missing "H".
Removing the single quotes from the formatter seems to fix
this problem.

This is on x86 Red Hat Linux 9 with the system compiler.
