I've just used 'inc' with a mail file created by Netscape 7,
and it seems to work fine. The bug submitter needs to provide
a file for which 'inc' doesn't work in order to continue with
this one.

"mail" sees does the same thing with mozilla's files.
Sees just one message. Is the format supposed to be
mbox? If not I don't see this as a bug.
Still it would be a nice enhancement!

They look like reasonable mbox files to me, and pine can read them with no problem. However, inc fails with:

[slipcon@mercea]~> inc -file Personal
Incorporating new mail into inbox...

"nc: eol encountered in field "
??Format error (message 2894) in component 13
2894+ 01/28 To:Scott Lipcon Re: testing
/home/slipcon/Personal not zero'd

only one message (2894) is created, and it contains the entire contents of the file (which mozilla and pine see as having 21 messages)

The mailbox file was created via mozilla 1.0 on windows 2000, but I suspect it would have the same problem with mozilla on any other platform.
