The scripts/check_umask is very ugly and is need of an overhaul.  The origional requirement this check originated from the HP fork and attempted to address the requirement of where non-UID-0 accounts could have a less restrictive umask then a UID-0 account.  I have a preliminary patch to clean up this script in my tree but it is not posix compliant yet.
