This patch report is old. If the bug still exists in current

I am using MLDonkey compiled from FreeBSD 4.9 ports
however unlike previous versions max_hard_download_rate
is mostly ignored. strict_bandwith is also set to true

ie If I set it at 1 it hovers about 3 for 20 mins then comes
back down to 2 then whether through the algorithm or lack of
sources back to 1.

Unfortunately my adsl provider like most in oz have strict
download limits so this feature is very important.

ps. If possible can a feature be added later that allows
burst rate averaging ie to max 10 but still keep the average
daily/weekly monthly to say 4?

Hence if sources were available US daytime then burst download
but at night/early morn throttle it back to maintain the average.
