The current config mechanism is awkward. It is better to make a config into a project of it's own. Sort of like what is used for "tla grab". Then "get", "merge", etc. become natural operations.

It would be nice to be able to create a hierarchical config file, so that you can include configs of configs. However, this is starting to feel like hierarchical makefiles, so maybe something could just be lifted from that.
