Oh, the mechanism is already there: the get_passphrase function. It would still be nice if the passphrase was read at once if get_passphrase isn't defined, though.

When running "monotone serve ...", reading of the passphrase for the server key is not performed until the first pull/push is done. I suggest that the passphrase either is read at once or that some other mechanism for specifying the passphrase is provided. Or maybe the server key should have no passphrase?
