this has been fixed in the devel branch by Terje (basically reverting to the old behaviour).

the code that generates the sysconfdir path to use when installing joins the root and sysconfdir paths with os.path.join(). Supplying an absolute sysconfdir path effectively ignores the supplied root value, since os.path.join("/foo", "/bar") == "/bar".

The attached patch uses string.join instead and thus restores the --root functionality when an absolute --sysconfdir is given.
