I'm using version 0.12, on FC2-test3, but i got the same results on WinXP at work.
Try this bash script:

mkdir spacestest
cd spacestest/
monotone --db=test.db db init
monotone --db=test.db genkey -unavailable-
mkdir "a directory with spaces in"
echo some text > "a directory with spaces in/file with spaces in"
monotone --db=test.db --branch=test add "a directory with spaces in"
monotone commit "spaces test"
monotone co cedd checkouttest

It'll break during the checkout. It'll also break when doing a propagate. Seems to be indifferent about whether the spaces are in directory names or base filenames.

I think they're already working (should have been for some time). can you provide a testcase which shows them not working?
