According to http://en.wikipedia.org/wiki/Load_%28computing%29
the implementation of LoadMonitor is the preferred choice
(see "CPU load vs CPU utilization").
Therefore I'll close this as not being a bug. The applet is
queued for review, so there may yet be aspects to improve.

It may be that someone requests an applet that measures
utilisation instead, which should be do-able. This particular
comment is 6.5 years old, so I won't bother adding anything to
the wishlist on the back of it.

Hi,

I noticed recently that the LoadMonitor on my Perlpanel was giving incorrect CPU loads - particularly when CPU usage was high, when it would display loads well over 100% (and I only have one processor, so this is definitely not right). Glancing at the code shows that the problem lies in the use of /proc/loadavg - that load average is not CPU usage percentage, but an unrelated statistic about the number of processes. I googled around for a bit, but couldn't find any standard tools for the actual CPU percentage besides top.
