I realized several of the Sinhala tables in the previous releases had to do with effecting just the split-matra effect, without using the shaping engine.  The reason for this is obvious: there is no documentation about Sinhala in the shaping engine on the MS Typography site, and also no information about Sinhala encoding in Unicode Book Ch. 9.  And Sinhala is significantly different from other Indic faces.  One can, alas, only experiment.

So I tore down all those tables, and re-did them, in the light of lots of work with other Indic scripts, and with the advantage of having a relatively fast modern Windows environment handy (before I had just XP and Vista on slow laptops).

Recent SVN is now working properly regarding split matras (also with an intervening 'ra') under Pango, recent Harfbuzz, and Win 7.
It is not working with LibreOffice.

There are still issues regarding the rapala sign (a reph-like mark), but I'm unsure of how it's meant to be encoded.

Yes the 'pstf' table did the trick.
In SVN for FreeSans (not bold yet).

Should also review other similar Indic scripts for the same problem.

Looked at some of the fonts distributed with Windows.

They have a 'pstf' table (implemented as a single substitution) that replaces the split matra with just the right-hand side of the matra.

    U+0DDC = U+0DD9 U+0DCF
     ො = ෙ + ා
In Linux and Win XP, the matra is properly split so the two sides bracket the consonant; on Win 7 and Vista, the left side goes on the left of the consonant, but on the right side both sides of the matra appear.
