The Debian maintainer fixed this in version 5.7.7+dfsg-1. That version is currently in stable proposed updates.

He also found 09-10-25.pdf to be non-free, so that has been removed too.

This violates FSDG requirements at least in these ways:
- restricting distribution medium (2)
- only non-commercial distribution (2)
- no modifications allowed (3)

I think "nontransferable, without the right to sublicense" also means that any additional rights (e.g. non-commercial distribution) given by the original distributor can not be passed on by anyone who distributes it further, so default copyright applies for third parties.

This file is in Parkes, but not in metad.

In ace_5.7.7.orig.tar.gz/

I found ACE+TAO+CIAO-src-5.7.7.tar.bz2 and inside there I found:
ACE_wrappers/ TAO/ CIAO/ connectors/ dds4ccm/ docs/ ptc_09-10-26 DDS4CCM v1-0 WCB.pdf/ ptc_09-10-26 DDS4CCM v1-0 WCB

This appears to have a non-commercial clause in section 2.

Granted, this is a .pdf file but the FSDG say that it needs to be available for commercial and non-commercial purposes.

It also worries me when they say the "use of the specification", since software programs could "use" the specification.

Subject to all of the terms and conditions below, the owners of the copyright in this specification hereby grant you a fully-paid up, non-exclusive, nontransferable, perpetual, worldwide license (without the right to sublicense), to use this specification to create and distribute software and special purpose specifications that are based upon this specification, and to use, copy, and distribute this specification as provided under the Copyright Act; provided that: (1) both the copyright notice identified above and this permission notice appear on any copies of this specification; (2) the use of the specifications is for informational purposes and will not be copied or posted on any network computer or broadcast in any media and will not be otherwise resold or transferred for commercial purposes; and (3) no modifications are made to this specification. This limited permission automatically terminates without notice if you breach any of these terms or conditions. Upon termination, you will destroy immediately any copies of the specifications in your possession or control.
