Several changes to PHP itself has been harmed us.
two patches kindly sent on the mailing list by Brian Kroth solved that.

PHP PrintIpp is now available as tarball and Debian package.
It can now talk to several IPP servers, at least:

I'm proud to announce that PrintIPP_0.5 is out!
All RFC 2911 REQUIRED opertaions are implemented,
response parsing works well, even if a few types are not parsed:
I have no items from server to see if that works (i.e.: signed integer).
Please write in list (phpprintipp@nongnu.org) if it works on
another server than CUPS...
