Using apxs -q LDFLAGS_SHLIB in the link step fixed that right up.

Here, it adds -bundle -undefined suppress -flat_namespace -Wl,-bind_at_load

I'm trying to build mod_caml to work with the Apache 1.3 installation distributed with Mac OS X 1.3.5.  The final link fails as follows:
