I'll keep this open, though, since my hope is the completed work will help inform this GUG.

The GUG LA has written a document used as the manual for the inception, philosophy and management of the group, "Guidelines for Creating GNU Spaces". Currently under development, this page shall be updated with minor versions until "release ready". At the moment, the estimated completion for the document is February 2011.
