sr #107077 seems to have current discussion about this.  It's also marked "closed", but comments since then have clarified that bzr+ssh does not have to imply a security problem, and admins indicate they may be willing to add it.

In [1], Andreas Schwab points out that "bzr+ssh does not work with savannah, it only allows sftp for pushing".

In [2], Stefan Monnier confirms this, and in [3] Richard Stallman recommends we contact Savannah admins about it. 

Can we please have bzr+ssh:// access work on savannah?
