Well, /that/ was big a challenge for me. For some hackers, it certainly looks trivial, but it took me a long time to finally achieve it!

I think every non-trivial file in my tarball now does include a copyright holder and a correct license notice.

There still be some small distribution-related bugs to resolve (described in TODO file) but I don't think they will prevent the submission of this package.

You can post-process it when generating.

It will be even better if copyright and license notices are visible when normally browsing the files.  It doesn't matter very much whether the notices are at the top or at the bottom.

The other files in po/ seem trivials, so I think it was the only mistake in that dir.

I am sure about files in topdir, data/, include/, m4/ and src/, but I am wandering should I also add copyright & licenses notices to the generated files which are in docs/reference/ and if yes, how can I perform that?

So it seems to be another bug from the Gettext package…
I removed the file.

Yes, you can write, but so far you haven't, and you are not the main copyright holder of the text in that file.

Yes, they are (https://www.gnu.org/prep/maintain/html_node/Copyright-Notices.html):

The threshold for copyrightability is quite low (anything more than ten lines long).

Probably I've overlooked this last time: do you really hold copyright for po/ChangeLog? It seems to come from GNU gettext.

Description:

TutoTerm is a simple terminal emulator that includes interactive documentation for the novice user.
