This example isn't good, it's just a line or two; your README file is clearly longer.  I think ten or twelve such reasonably independent passages could make a copyrightable text.

I have fixed the typo and added the copyright notice to the images README.license file.

Regarding the README, I also think you are reading these policies the wrong way.  The 10 lines hint applies to copyrightable content.  And a paragraph saying "GNU frob is about frobnicating frobs and is hosted in https://frob-software.org and it is built like this: configure && make && make install" lacks the creativity to be copyrightable;  it is almost impossible to express the same thing in a different way.  The same would apply to a half a million lines of a XML file denoting a table, for example (like a font map).

The way I interpret the policy is: supporting files like README that contain copyrightable content should also have licensing notices.

Can I have a savannah project created for this official GNU software, PLEASE?

We have gone through this before, your reading of those guidelines is wrong as has been explained MULTIPLE TIMES before.

Thank you! opt/gprofng/mpmt/icons/README.license has a typo ("uner") and lacks valid copyright notices.  I would also recommend listing all covered files explicitly.

The Information for Maintainers of GNU Software sets the threshold of presumed copyrightability in terms of lines rather than paragraphs (10 or more), and that file has clearly more than 10 non-empty lines. The Information also specifically says that small supporting files, including READMEs, should also have license notices.

Those instructions are part of Savannah hosting requirements (in fact, they apply to a GNU package no matter where it's hosted); you said you committed to follow them.  I do see a few ways to resolve this conflict, but I really need to know how you explain it.

gprofng_gui.spec is not copyrightable, it is a simple file with a few boring instructions.

The README is on the verge of being copyrightable, no license needed, and even if so can easily be fixed later.

This is a GNU project, there is no reason to do this dance again, you are activley hindering, and discouraging people from hosting GNU project of ALL things on Savannah, this has to stop.

Sorry, but I think it makes  no sense to go thru this again. The program has gone through the GNU evaluation process, its been accepted, I am a seasoned GNU maintainer and I commit to follow the Savannah's hosting guidelines.  The code I will push to the git repo once it becomes available will follow these guidelines.

If we cannot host this GNU program in savannah, please let us know and I will put it in sourceware instead.
