Founderless channels should expire unless services can
automatically choose a new ("successor") founder.
Founder sets an option, like
/cs set #channel successor_level NNN
If the founder's nick drops a NNN-level op or higher will
be eligible, or if 0, then succession is disabled, and the
channel merely expires.
Succession can be based roughly on...
1. Last seen time of nicks
2. Op level
If there's a tie, then pick at random, or based on who
first registered their desire to be successor with services.
ChanServ should mark the channel as 'deciding succesor'
for a certain number of days after the founder nick expires.
Possible successors are notified (IE people of op levels equal and higher to other people who indicated desire to
be successor). Notification is when the user joins the channel, a special command is introduced to tell ChanServ they want to be the successor:
Something along the lines of /ChanServ succeed #channel
The successor will be chosen at the end of the time period
and notified via a memo memo or something similar.
If the founder recalls the password, they may reclaim the
channel, which cancels the succession process.
