IPC allows other programs running on the services machine
to send messages to services.
Authentication is required to do this, and currently the list of program usersnames, passwords, and privileges are all
hardcoded in sipc.cc
This task is to create and make services authenticate
IPC use against an external database stored in a simple
plaintext .db file read from the operserv directory.
