Committed in revision 201.

For now  HTML (valid 4.0 Transitional) is produced by texi2html.

It is no possible to have Non-ASCII PDF files, because of lack of support in Texinfo and it's TeX templates.  One solution would be to convert the Texinfo file to LaTeX or DocBook.

Documentation should be rewritten in Texinfo. This will reduce maintenance. The text files serving as help in the top source directory and the documentation in the website will be generated from the Texinfo source.

One flaw of Texinfo, though is that the makeinfo (X)HTML output is not valid. A work around will be to export XML document, that will be converted to valid XHTML with xsltproc.

Translations could be maintained with the po4a package.
