We have a policy of only hosting GPL-compatible software on Savannah (to say nothing of proprietary one).  At the same time, we have to rely on the admins of every package to effectively implement it: we can provide them little help with that.  When they have no adequate skills, experience or commitment to do that job, approving the package would mean dropping our hosting requirements.

No strong reasons I can think of. Do I upload the new version minus the proprietary code?

This code is proprietary.  You can't use it in a GPL-compatible software package.

Description:

The redB project is a small SQL database written in C++ with limited SQL functionality (see README). A terminal-based TCP client is provided. The server runs as a service on systemd. One B+Tree storage-engine is provided. Access privileges are enforced. Basic data-types are supported (CHAR, FLOAT, INT, VARCHAR). Import/Export of CSV text files is supported.
