Why does the function matter so much?

I'm not sure what "ad-hoc header" means.  I'd like to discuss copyright and license notices.  GPLv3 does have them.

That file is a copy of the legal code of the `CC0 1.0 Universal (CC0 1.0) Public Domain Dedication' as stated here

It has the same function as the file COPYING in which I give a copy of the GNU GENERAL PUBLIC LICENSE v3. Also that does not have an ad-hoc header.

Thank you! Still "public domain" works need some legal notices missing in src/qr.c; for example, you could check CC documentation.

The number of files in your tarball isn't high, and most of them do already have legal notices; can you enumerate the rest?  One point of this approval process is making sure that you can identify and fix legal issues, and if you need additional hints about these few files, one has to conclude that you really can't.

Please identify the licenses of your dependencies clearly: "MIT License" is ambiguous because MIT released software under many different licenses.

Then, please include a copy of every license used in your tarball.  For example, qr.c refers to a document absent in your tarball.

Please make sure that all copyrightable files in your tarball
have valid copyright and license notices.
