The check_perms is broken (bug has alredy been filed) and the FILE_ACL (file_access_list) is not being utalized.  The result of this breakage is splintering of the permission checks ... i.e.:

check_perms
check_logfiles
check_files
etc

I want to rework the check_perms check and make the FILE_ACL more flexible so these redundant checks can be consolidated and eliminated.

I think for Linux we can also do some cool things like baseline FILE_ACL files for distributions/revisions.
