Couldn't you achieve this by opening the same buffer in 2 separate /window split{h,v} and just scrolling in 1?
Or are you looking for automatically making a splitv while you scroll?

how about a split-screen scrollback? (check the mudix MUD client for example). Where you can still see what's going in the channel while scrolling back.

The upper half screenshot depicts the mudix MUD client where I'm in the middle of scrolling back. The lower half still shows the current conversation/state.
