Unless I get some responses to my questions until 2009-10-31,
I have to close this bug report for being unreproducible /
unresolvable given the information we got.

Sorry, but:

avrdude: jtagmkII_reset(): bad response to reset command: RSP_NO_TARGET_POWER
avrdude: jtagmkII_write_byte(): bad response to write memory command: RSP_NO_TARGET_POWER

"No target power" is hardly something AVRDUDE could be
responsible for.

What target hardware is involved?  What programmer is
involved?  (It looks like an Atmel JTAG ICE mkII, but this
is mentioned nowhere in the bug report.)

The following bug reportbug has been submitted to the Debian BTS:

Writing firmware using pigeonpoint 1.5.x.

When I want to program the atmel chip I cannot do it. With 5.6 it works
