Bug #8437 is related to this one. I've added some syntax examples of how grammar modularization could look in a comment there.

By allowing one grammar to reference another, it would be possible to create more complex modular parsers. This feature also requires support for modular tokenizers and parses, as the point is to be able to reuse grammars and/or parser and tokenizers in a modular way.
