A new token has been added to the grammar to detect this and print an 'unterminated directive' error.

The error message printed if the final '%' is not present in the %header%, %tokens% or %productions% tokens is misleading. It would be better to have an error message saying that the terminating % character was missing.

This can be fixed easily by adding a token definition to the grammar. This definition should be marked with the %error ...% marker to print an adequate error message when encountered.
