Removed hard drive diagnostic task

After discussions with RMS and others we decided to remove the item "a diagnostic program to test a hard disk" from the miscellaneous wishlist task.  This item was originally added to the task list in the mid-80's when disk drives were expensive and had parts that could be fixed.  Now that they're cheap monolithic units there's not much point in diagnosing them any more.

Tools like hdparm and hddtemp already exist to diagnose the interaction between the Linux kernel and hard drives.
