I agree.  But the 'wai'/exit feature is important for
proper use of the simulator (by gcc/gdb testsuites and also
to be able to run/test a program without having it to
hang; ie, some example).

The 'wai' current implementation only pushes all the registers.  It is effective when an interrupt vector table
is defined.  The pending interrupts are not waited thus
providing some broken behavior.

I'll try to fix that as soon as I've some time.

when issuing a WAI instruction _asm_ __volatile__ ("wai") the simulator simply terminates execution.  It should enter a wait state.  Without this operation functioning correctly it is impossible to simulate a low power mode on the hc11 while waiting for an interrupt to occur.

A workaround to waiting for an interrupt is to poll the interrupt flag.  This will work if you are just waiting for an interrupt but it will not allow simulation of a low power mode.
