bug #35652: GPSD doesn't correctly identifies the USB device when several USB GPS devices are connected, one of which Garmin USB.

It looks from the code as though this may have been fixed by the addition of the packet send check in garmin_usb_detect().

I don;'t have the right hardware to check.  But we're changing bugtrackers and I need to dispose of this, so my request for mike_t is: if this is still a live bug, please refile at https://gitlab.com/gpsd/gpsd/issues

gpsd doesn't work also.
is_usb_device() returns TRUE for any devices if Garmin USB is connected.

gpsd works fine, the problem seems to be in gpsctl.  I'm not sure why gpsctl gives different results than gpsd.
