In composite glyphs, subglyphs must be first scaled then hinted, as explicitly specified in the specification.

Corresponding source code
I've observed this error. A font I made to reference font glyphs four times appears scaled in FreeType, but appears glitched in GDI. Fixing this issue would make FreeType correctly appear glitched as well. This of course also affects any renderer that relies on FreeType's hinter.
