bug #62286: Building fails with current gnulib, fread_file requires three arguments

I tried to build licenseutils on Debian Bullseye, using the commands:

git submodule update --init --recursive

The build fails with the following error during make:

boilerplate.c:360:16: error: too few arguments to function 'fread_file'
  360 |   char *data = fread_file (fp, &data_len);
      |                ^~~~~~~~~~

I guess this is probably caused by gnulib, as they changed the signature of fread_file in 2020 (https://git.savannah.gnu.org/cgit/gnulib.git/commit/?id=e4a38aadac2e90c6dfb317d0845746c200cf6697)?

I attached a patch that adds the missing flag parameter across all files.
