On MinGW, the pnet configuration script locates AR correctly, but erroneously uses the file path without trailing .exe extension. The path (e.g. /mingw/bin/ar) is then included in cscc/cpp/Makefile and installation fails when an attempt is made to create a link from that path (w/o .exe extension) - fortunately this behaviour is not evident on Cygwin.
